It wouldn't look good on their image to break one of its obligations under the international treaty. But you're right, they can still refuse to grant Ranjit Singh the residence card.

They would and could violate the ICCPR with little accountability for their actions. The United States doesn't enjoy the best PR reputation in the world, but we're still the best. Unfortunately the UN is toothless to enforce much of anything.
