You're right - that's why it would listed as "suggested judging criteria" - not "mandatory." Each comp is autonomous to do whatever they want...

Posting judges names isnt a good idea - then teams try to contact them, or work their networks to talk to them and see if anyone knows them, and that creates an unfair bias or risk of tampering. Posting their qualifications though is a good idea!
