When at the Home Page, you'll see the circled text letting you create a New Topic or New Poll.
To REPLY, when you are in a message, you'll see a toolbar at the top with the word Reply. Two Alternatives:
1) Quick Reply - at the bottom, theres a text box. Type in your 2 cents and press Post!
2) Quote - This includes the previous poster's message in yours
