I'm trying to find how to make this sound effect

I am currently looking for the sound effect that sounds a bit like a snare or high hat put together in rapid succession and varied pitch.

At 3:45 while there is no music at the drop, you can clearly hear this sound

At 8:20 in this mix:

Here it is a bit more high pitched and faster.

It seems to me there is a specific combination of snare/hi-hat this effect has. If anyone knows how to create this please let me know.

They're called snare rolls/fills.

Tons of them around, just google it and you'll find all sorts of them.

To create them is a different story.
You dont really need a piano roll, just a way to automate pitch and velocity (volume) of the snare. You layout the snare roll, then you automate the pitch to your liking.
Here's a video of the piano roll method: https://www.youtube.com/watch?v=mSltZ8YHDY8
