How do I make the quality of a video clip ripped from my camera better? My video's quality turned out to be very poor

this is not an easy task, but some more info could help us help you

did you copy it from a folder, or did you use software to get it off the camera
what is the file format
size of file and the length of the video

Can't do anything about that. What the MP of your camera? You may be potentially be able to change the settings on the camera to get a higher quality video (and larger file size). 15 MB for a 12 minute video is PATHETIC and it's gonna be pretty low resolution.

You can't go from low resolution to high resolution but you can go from high resolution to low resolution. (Common Sense) You may be able to alter things like brightness/contrast/sharpness to make things more visible, but hell, it's not gonna improve significantly at all.

Get a better camera or change those settings. Also be careful when you convert file types. For example, when I take a video off a video camera, a 12 minute video may start out a 2 GB and then I convert it down to a smaller size.
