Based on team status (active, not retired/hiatus/rebuilding), recent performance quality (in execution/creativity) and proven capabilities (Some teams don't compete for a while, but always bring it. Others go MIA for a semester and should be presumed to be rebuilding). Disregarding any recent placings (because relative to other teams performances and questionable judging). My personal bias should always be assumed - these are the teams I would consider the biggest threats at a competition out of teams that are currently active.
