The idea is really promising and provided that logistical details are sound, it could be a great event. Having grown up have gone to VHP (Vishwa Hindu Parishad) camp which is essentially a YMCA camp with waking up at 6 AM to do yoga, getting fed Indian food, learning Mahabharat stories and mingling with other kids for a week, I think the Bhangra camp can work out provided it is open to everyone and does not become a Punjabi heritage camp.
Learning about Punjabi culture and how it affected bhangra is one thing. Having a camp being run in the language of Punjabi would deter a lot of people from coming. I'm providing my thoughts here. What would be the age limit for the camp? 6-60? or more limited to Kids?
And goddamn, we need it in America, not Canada! Canada is already baller enough in bhangra...
