Playing with a thick tilli with a bit of flex is good. It will give you a stronger strike plus will increase your stamina. But if you want to make it thinner you don't sand it. take a blade and shave it down. you will shave the part that is rough not smooth.
Bhangra season is over right now. Your best bet is to go to Shauni Mala which is by the railroad in Ludihana and get in touch with Ustad Ravi Kumar or Ustad Meshi Kumar. They may be able to take you to some practices at the local colleges.

The name of the area where Kukki, Ravi Dana, Raj Kumar, Meshi Kumar, Janak Raj are is called Shooni mala. From my personal relations and experience with all the dholis in that area, kukki has a very good variety and quality of dhols. Hope this helps.
